BREAKING: Did Richmond City vote NO to ammendment 1 !?

Throughout the night I've been particularly perterbed by the fact that the city of Richmond voted about 70-30 for Jim Webb, but then turned around and voted about 70-30 YES for ammendment one. I figured it was the African American vote, but browsing the blogosphere tonight I found an awesome find from "Richmond Talks Back" noting that on the RICHMOND GOVERNMENT WEBSITE, it shows a complete opposite of what SBE is showing, and in fact, Richmond City voted about 70-30 AGAINST AMMENDMENT one. Wonder which one is correct, and if the Richmond site is correct how this affects the actual outcome of the ammendment...?
